BIOGRAPHY

1999 – Graduated from the musicological department at the Yerevan State Conservatory after Komitas (YSCK) (with honour) (prof.: I. Tigranova) and Orchestral Department (violin) (prof.: K. Dombayev).

2002 – Graduated from the post-graduate course of the YSCK (prof.: A. Saryan).

2003 – Graduated from the post-graduate course of the Caucasus Institute, Journalism Department.

2018 – Obtained the Project Management Professional Diploma, PMP®.

2026 – Obtained the Executive MBA Diploma at University of York (UK) and University of Strasbourg (France).

Since 2025 – National Consultant of the Swedish Arts Grants Committee’s ArtNexus program.

For over 20 years had senior leadership roles within international organizations, leading multi-million-dollar initiatives across fifteen countries. His work spans the arts, education, governance, and civil society, with a geographical reach extending from the Western Balkans and Eastern Europe to the South Caucasus and Central Asia.

2002 – Dr. Tovmasyan earned his PhD in Arts from the National Academy of Sciences of Armenia, advocating the thesis on “State Symphonic Orchestra of Armenia and the National Musical Culture”.

His professional practice seamlessly integrates interdisciplinary art initiatives with advocacy, research, and consultancy, focusing on the development of cultural policy and strategic programming for both the public and non-governmental sectors.

Dr. Tovmasyan has served as a guest lecturer in Cultural Policy and Arts Management at prestigious institutions worldwide, including the Cincinnati University (USA), the Conservatory of Music Carl Maria von Weber (Germany), the Caucasus Institute, Yerevan State Institute of Theatre and Cinema, Yerevan Komitas State Conservatory, and the Russian – Armenian University.

Dr. Tovmasyan has contributed over one hundred articles exploring the intersection of culture, policy, and society to various journals and periodicals, and has taken part in numerous scientific conferences at both the national and international levels.
